Although this article is about safety, it got me thinking about how limiting mindsets  really are err, well, limiting. A friend was talking to me yesterday about a challenge at work whereby blame and tellings-off were bandied around like it was the latest thing ever.  Then there was a refusal for people to self-reflect and think about lessons learnt, what they'd like to achieve as a business and how they could move forward. This kind of behaviour is reflective of complacent, blinkered/blind and at worst, toxic cultures.  Businesses based on this model (of which there are many) tend to not do well in the long-term and they certainly don't have employees nor clients who are truly loyal to them. Предпосылки к разработке теории человеческого капитала заложены в работах классиков политической экономии, которые уделяли самое серьезное внимание данной проблеме. Они положили начала научному анализу человеческих способностей к труду, их формирования, воспроизводства и эффективного функционирования. Последующие поколения экономистов в своих трудах пришли к выводу, что совершенствование способностей человека представляет собой накопление капитала. К ним относятся Ж.Б. Сэй, Ф. Лист, Дж.С. Уолш, Дж. Миль, И. Фишер, В. Парето и другие. К концу XIX века в экономической теории уже сформировалось направление, которое трактовало человека и его способности как капитал. Ж.Б. Сэй, В. Рошер, Ф. Лист под капиталом понимали приобретенные и унаследованные качества и способности человека. В противоположность им такие экономисты как Й. фон Тюнен, И. Фишер, Дж.М. Кларк и другие объявили капиталом самого человека. Известный английский экономист, основоположник неоклассического направления в экономической науке А. Маршалл допускал, что оценка капитальной стоимости человека может быть полезна, и обсуждал подход капитализации чистых заработков к оценке человеческого капитала. Но поскольку сам человек не является рыночным товаром, то концепция человеческого капитала казалась ему нереалистичной. Экономистами того времени впервые было дано теоретическое обоснование необходимости рассматривать самих индивидов или их производительные способности, как капитал. Основой этому служило то, что: - во-первых, производительные способности могут накапливаться и образовывать запас; - во-вторых, затраты на образование и воспитание представляют собой реальные инвестиции; - в-третьих, расходы на формирование, развитие человека и его способностей являются производительными, поскольку увеличивают доходы, будущий продукт и национальное богатство. Адам Смит объясняет, как и что нужно делать для роста богатства народов. Объем производства и потребления продуктов он ставит в зависимость от двух факторов: от доли населения, занятого производительным трудом, и от производительности труда. А. Смит в "Исследовании о богатстве народов" писал, что совокупный запас общества, составляет постоянный капитал, и что одной из частей этого капитала является "полезность талантов, приобретенных жителями страны или членами общества. Для приобретения этих талантов требуются всегда немалые расходы на содержание того, кто старается приобрести их, во все время его воспитания, обучения и дальнейшего образования, и все эти расходы составляют постоянный капитал. Если эти дарования составляют часть его личного богатства, то они в то же время составляют и часть богатства целого общества, к которому он принадлежит". К. Маркс в своей работе "Капитал" говорит о "полезном труде" затраченном в течение года. "Все эти товары существуют лишь вследствие того, что общественно примененный труд был израсходован в многообразно разветвленной системе различных видов полезного труда. Только поэтому в их общей стоимости стоимость средств производства, потребленных на их производство, сохранилась, опять появившись в новой натуральной стоимости". Уильям Томпсон (1785 - 1833 гг.), являясь представителем левых рикардианцев, в трудовую теорию стоимости внес существенного уточнение. Во-первых, свел все виды сложного труда к общественно необходимому простому труду. Во-вторых, он утверждал, что в основе стоимости лежит не просто рабочее время, а общественно необходимое рабочее время. Английский экономист Шилд Никольсон в 1896 г. попытался определить соотношение "стоимости" населения и вещного богатства Англии. Л. Дублин в 1922 г. подсчитал, что "капитальная стоимость" населения США в пять раз превышала "материальное богатство" этой страны. Экономисты всех школ, начиная с экономических учений древней Азии и древней Греции, стремились выявить причину возникновения добавочного продукта и пояснить каким образом можно этот добавочный продукт увеличить. Так, в Кодексе законов вавилонского царя Хаммурапи (1792 - 1750 гг. до н.э.) большое внимание уделялось регулированию отношений найма и размеров оплаты за наемный труд, правовой защите личностей производителей. При этом производитель, а в Древней Греции, например, это, прежде всего, был раб, рассматривался как "говорящее орудие, имеющее низкую производительность труда". Тем не менее, признавалось, что и раба нужно материально поощрять за его труд. Далее, Томас Мен (1571 - 1641 гг.) являлся классическим представителем зрелого меркантилизма. Не заботясь об общем благосостоянии нации и являясь представителем купеческого капитала, признал первым и главным способом снижения издержек - ограничение заработной платы наемных рабочих и понижение жизненного уровня народа в целом. Родоначальник классической буржуазной политэкономии Уильям Петти (1623 - 1687 гг.) в своем труде "Экономическая арифметика" источниками стоимости считает: труд - отец и активнейший принцип богатства, земля - его мать. Петти определяет зарплату как стоимость, создаваемую землей и трудом, которая сводится к среднему дневному пропитанию взрослого человека. Зарплата определяется объективным фактором: физиологически прожиточным минимумом.
